TM1314397: Users in the Asia-Pacific region may experience issues with various Microsoft Teams features.

The scenarios affected include, but are not limited to, the following. 

• Create new group chats, 1:1s, Teams, channels or meetings
• Adding members to existing meetings, chats or teams
• Townhalls and events
• Recordings
• Inbound and Outbound Public Switched Telephone Network (PSTN) calls 
• Admin policy enforcements
• Presence

Service restored
After an extended period of monitoring during peak Asia-Pacific business hours, we've confirmed through internal telemetry and external user reports that the issue is resolved. Increased CPU usage on our service, coupled with a reduced CPU capacity due to planned maintenance, degraded the service and caused impact to users.
